That first claim is the one worth understanding. Paint beading into droplets on a slick plastic tray is the everyday frustration of a cheap palette: the wash will not sit flat, the brush picks up a blob instead of a tone, and mixing turns into chasing. A treated surface holds the wash where you put it.
