The important word on the label is soluble. A soluble varnish is meant to be taken off again: years later the layer can be dissolved and replaced, taking the dust and smoke that settled on it with it, while the paint underneath is untouched. That is how galleries treat pictures, and it is the difference between a protective layer and a permanent seal you can never get back through.
Gloss does a second job that surprises people the first time.
