One thing to be clear about before you order, because it is the single most common mix-up with neon paint. The box says Glows under black lights. That means fluorescent, not phosphorescent: these tubes blaze under a UV or black light and look like ordinary bright colour in daylight, but they will not shine in a dark room after the lights go out. If you want paint that stores light and glows on its own, that is a glow-in-the-dark product and a different thing entirely.

Within their own job the pigments are strong. Fluorescent pigment works by converting invisible ultraviolet into visible light, which is why a fluoro yellow can look brighter than white paper even in ordinary daylight — it is emitting light as well as reflecting it.
